Medical Insurance for Visiting Scholars

Visiting Scholars at UC San Diego are required to have medical insurance coverage for themselves and all of accompanying dependents through the period of their stay. If the scholar currently doesn’t have medical insurance coverage, a special program is available to them through an externally administered Visiting Scholar Benefit Plan offered by Garnett-Powers & Associates ( If the scholar already has insurance coverage or wishes to purchase coverage from another company other than Garnett-Powers & Associates, the minimum coverage requirements and waiver requirements are as follows:

Mandatory Medical Coverage Requirement

Effective September 1, 2014 all Visiting Scholars, Visiting Graduate Students and Visiting Non-Degree Students are required to carry medical insurance.

All Visiting Scholars must enroll in medical insurance through Garnett-Powers and Associates’ Visiting Scholar Benefits Program or waive the requirement by showing proof of insurance through another provider or through your home country. If you have other insurance, it must meet these minimum requirements:

  • $100,000 per person, per accident, per illness in medical coverage
  • Annual deductible cannot exceed $500 per accident or illness
  • Coinsurance that does not exceed 25%
  • Medical evacuation coverage must be at least $50,000
  • Repatriation coverage must be at least $25,000
  • Plan includes a reasonable waiting period for pre-existing conditions (waiting period cannot be longer than 12 months)
  • Carrier must be at least A-rated or backed by the full faith and credit of the Exchange Visitor's government

If you are an international Visiting Scholar with your own coverage, that coverage must also meet these standards that meet or exceed the J-1 Visa requirements, as well as provide this same coverage to your eligible dependents. If your insurance meets these requirements, you may waive (decline coverage) for this plan. In order to decline coverage, you must provide proof of alternate insurance coverage by providing a copy of your insurance policy or schedule of benefits written in English. (If your policy is not written in English, you must provide an official translation of the insurance.)
